Rules and Regulations to Paraglide or Hang Glide in Namibia

We adhere to the same rules as applicable in South Africa and therefore refer you to the SAPHA website for more detailed information. *  http://www.paragliding.co.za/SAHPA/ops.htm

The basic rules are explained below under 3 main headings;

a)      Rules of the Air

b)      Towing Rules

c)     Country Code of Conduct

 


Rules of the Air

If you want to experience the sky in Namibia without any cursing happening to you – please read the following;

1. A glider that is about to take off shall not do so until there is no apparent risk of collision with another glider.
2. When two gliders are approaching head on in clear air, both shall diverge to the right. When approaching head on along a ridge,  the glider with its right wing towards the ridge shall have right of way. Right is right!!!   Remember - Gliders on collision courses shall turn to the right unless to do so brings a pilot too close to the ground for reasonable safety. In this event only the pilot who is able to turn right, away from the ground, shall turn.

Act early and avoid and accident!!!


3. When one glider is overtaking another, the glider being overtaken shall have right of way.
4. A glider engaged in ridge soaring shall overtake by passing between the ridge and the other glider.
     Other than when ridge soaring, the OVERTAKING glider shall alter course to the RIGHT.

5. When two gliders are converging at right angles, the glider on the right shall have right of way.

6. When joining a thermal, turn in the same direction as any glider (or sail plane) already circling.

7. Where two gliders are approaching at different heights, the lower has right of way.

8. Gliders with slower climb rates shall give way to gliders climbing towards them.
9. Do not follow another glider closely or remain in its blind spot. At all times maintain a reasonable separation from other gliders according  to conditions.
10. Do not pass over, under or cross in front of other gliders unless well clear.
11. Pilots shall maintain separation from other gliders of at least 20 meters horizontally and 15 m vertically.
12. Avoid abrupt changes in direction and speed when other gliders are present.
13. Fly in such a manner that no other pilot is required to take evasive action.

 
IT IS THE RESPONSIBILITY OF ALL PILOTS TO TAKE ANY ACTION NECESSARY TO AVOID A COLLISION / ACCIDENT.

REMEMBER that Right is always RIGHT !!!

Towing Rules                     (Download NAPHA Towing Rules doc here)

1.     Towing is only allowed with a constant tension device, i.e. no fixed line towing.

2.     Only reliable, tested releases may be used. Release to be operated by either hand.

3.     An Operator/Observer triggered guillotine must be present on the tow vehicle/winch.
There must be an infallible weak link to be used on pilot end of tow line. The weak link to give at 1 to 1.5g of combined weight of pilot and equipment of glider. The weak link must be checked before each tow.

4.     Tow vehicle/winch power source to be reliable and powerful enough to maintain constant line pressure.

5.     System must be operated by a crew who have received instruction from a licence pilot with at least a C-Licence (hang glider) or Club Pilot  Licence (paragliding).

6.     Reliable communication between start point and tow vehicle must exist. Pilot communication to vehicle/winch is preferable.

7.     Towing to be carried out in a suitable environment, i.e. free of obstacles, etc. (telephone/power cabling etc. etc.)

8.     Checklist to be done before each tow. Thorough pre-flight check of system before each tow.

9.     Inexperienced pilots to be given thorough briefing and demonstration by suitably experienced pilot and crew.

10.   First time tows to be carried out in early morning or late afternoon conditions with constant wind direction and speed.

11.   A Local NAPHA representative must approve the tow system.

REMEMBER that the max towing speed should not be in excess of 20 km/h.

The Country Code of Conduct

Here are some guidelines to ensure that you and other pilots will be able to continue to fly the Namibian skies.

Always check with local pilots before flying at new sites.

Always ask permission to fly unless you are absolute certain that the owner allows use of the site without asking.

Always inform ATC (Air Traffic Control)

      1) where you are flying, 

      2) what service ceiling you could expect to maintain and

      3) the time window of the activities that you plan.

Do not show displeasure or abuse an owner if permission is refused

This could hamper getting permission in the future.

Always get permission to take a vehicle onto a property

Ensure that vehicles without gliders are not taken onto the property. Put all gliders on one car rather than have a convoy crossing the property. If stock is near, drive slowly.

Leave gates as you find them.

Gates may be closed to keep stock in or open to allow stock to feed. Ensure that all pilots and drivers understand.

Use stiles and gates where ever possible.

If you must cross a fence, cross at a post of strainer post. Try to avoid crossing fences.

Avoid landing in tree’s or amongst livestock. 

Look out for telephone and power cables and avoid them at all risks.

Do not light fires at any time or place without prior admission of the owner of the farm/sight.

Do not smoke on sites.

If you must smoke, please make sure that you put out the cigarette stump.

Do not take dogs onto any farm or property.

Please keep Namibia clean – leave the sites the way you found them!!!
